Ukrainian society faces new problems while developing, and as any problem, those are aimed to consolidate people that face them. Recent problems with
the National Expert Committee on the Protection of Public Morality encouraged a
group of enthusiasts to create the online petition against it, and now more action is done.
March 20, the Head of the National Expert Committee on the Protection of Public Morality, Vasily Kostitsky and Head of the
Internet Association of Ukraine Tatyana Popova signed a
memorandum of cooperation on security issues in the Ukrainian segment of Internet. In doing so, the parties agreed to promote compliance with the requirements of current legislation of Ukraine in the field of information and in the protection of public morality.
In particular, by signing this document the parties have recognized the need to eliminate all the content related to violence in a Ukrainian segment of Internet. It is about child pornography, racial and national intolerance and terrorism. More importantly, this document states that "
the Ukrainian segment of the Internet should be prevented of becoming a zone of total control, taking into account the democratic attitudes of assigning the responsibility for violations in the field of information directly on the manufacturer and those who publish information", i.e. in the latter case - the owners of servers .
The memorandum also emphasizes that blocking the access to Internet resources, which violate the requirements of Ukrainian legislation, must take place in strict accordance with the Law on Telecommunications and the Cabinet of Ministers of Ukraine decree "On approval of Rules for granting and obtaining telecommunications services". This blocking should deal exclusively with the illicit content, i.e. no other content except of illicit one should be blocked(that refers to issues on INFO|STORE.ORG – major Ukrainian file sharing service was accused of distributing child pornography and shot down while millions of ordinary users were deprived of their personal files).
Internet service providers are advised to inform their customers of their obligations and "widely popularize among its customers the use of automatic blocking of immoral resources...”
Another step is for all the owners and management of popular Internet resources is to place on their media materials that inform visitors of safe ways to use the Internet as well as links to programs that enable users to automatically block the resources that do not conform to the requirements of the legislation on the protection of public morality.
The parties also consider it appropriate to include educational materials about Internet safety for children from 7 to 14 years in their school curricula. The teachers’ skills development programs then should be changed appropriately.
In order for any possible problematic situation to be managed in no time, the Heads of National Expert Committee on the Protection of Public Morality and the Internet Association of Ukraine have agreed to promptly respond to the statements of each other.
Moreover, March 19, 2009 in Kiev the Ukrainian Cabinet of Ministers and a number of Ukrainian television channels put the Charter on partnership for information rights and freedoms and the protection of public morality. Channels obligate themselves to avoid war propaganda, fascism, Nazism, neo-Fascism, violence, violation of the honour and dignity, the spread of xenophobia, ukrainophobia and anti-Semitism, racism, pornography, incitement to inter-regional, ethnic and religious conflicts in their air.
New challenges come and this recent activities show that Ukrainians are likely to become more competent Internet users. More time is needed for ordinary Ukrainian internet user to become a well-behaved one, but recent events draw a positive trend.
