Another set of contests is launched by IRF. This time it focuses investigative journalism, journalists rights, courts coverage and professional analysts in media. Particularly, there are four contests.
«Media Cooperation with NGOs: the development of professional analysts in the media»
The goal of the competition is to promote cooperation with independent media think tanks and public experts, encouragement of high quality materials in media on subjects that belong to the IRF priorities, namely: judicial and legal reform, prison system reform, creation of a system of free legal assistance, ensuring the right to access to the information and other citizen rights, housing reform, ensuring transparency of revenue collection in the oil and gas sector, protection of minority rights, ethnic tolerance, protection of public health, autonomy of universities, control for quality of education, European integration, greater social responsibility of journalism, the establishment of public broadcasting, and other sectors.
Financial support will be provided for project proposals, which is a joint project of media and public organizations and are to create a series of publications on topics related to the interests of civil society and the results of non-governmental organizations activities, as well as topics that are important and relevant to population of the regions, etc..
In addition, funding may be provided to support training for journalists and editors on public policy analysis, using expertise of independent think tanks, specific coverage of selected topics related to IRF priorities listed above.
Participants: the media, private think tanks and NGOs, working in the media.
It is expected that project proposals submitted for the competition, among others, include:
- Launching programs on television and radio, the headings in the print media on the activities and achievements of NGOs in the region;
- Involvement of independent experts from think tanks to prepare materials and participation in the analytical and information programs to cover life of the region;
- Conducting training sessions for regional media about the potential of think tanks and the specifics of individual coverage of important social themes.
«Monitoring and improving the investigative journalism effectiveness in the region»
The purpose of the contest is to increase the effectiveness of investigative journalism.
Financial support will be provided to proposals aimed at monitoring of effectiveness of investigative journalism and improving authorities’ response on those investigations.
Participants: private think tanks and NGOs, working in the media, human rights NGOs.
It is expected that project proposals submitted for the competition should include:
- Monitoring the effectiveness of investigative journalism and appropriate authorities respond at the results of investigations in general and the individual, the most resonant of them;
- Carrying out various social activities in order to promote the effectiveness of journalistic investigations and others.
«Monitoring journalists’ rights and professional standards of journalism»
The goal of the competition is to ensure the journalists’ rights, including labour and social rights, as well as to promote high standards of compliance media journalism.
Financial support will be provided to proposals aimed at creating mechanisms of social control and monitoring of the journalists’ rights by officials, employers, etc. It also provides the media performance monitoring to comply with the standards of the profession with mandatory publication of the results of monitoring.
Participants: media unions, human rights and other NGOs working in the media.
Project proposals submitted for the competition should include:
- Monitoring of violations of journalists' rights by officials, founders and owners of media, including right to access to the information, labour and social rights, etc.;
- Collection and generalization of facts of violations of journalists' rights with the subsequent wide promulgation of collected information;
- Providing professional assistance to journalists and the media in protecting their legitimate rights and interests;
- Implementation of other measures aimed at improving the legal protection of journalists, particularly in labour relations with the owners and founders of the media;
- Monitoring the media and journalists to comply with professional standards;
implement campaigns to combat the customized journalism and others.
Preference will be given to initiatives that are carried out in cooperation between NGOs.
«Improving the quality of coverage of the courts in the media»
The goal of the competition is to promote the court reporting genre in order to improve interaction of the judicial system with the media, increase transparency of the courts in Ukraine.
Financial support will be provided to project proposals aimed at the development of knowledge and skills of journalists’ coverage of the court, on judicial reform and so on.
Participants: NGOs, working in the law, judicial reform, and media.
Project proposals are expected to include:
- Trainings and educational seminars for journalists on coverage of specific court records, the activities of the court and judicial reform;
- Competitions for best court reporting;
- Development of guidelines and recommendations for journalists on legal, ethical and other aspects of the coverage of the trial etc.
Preference will be given to initiatives of regional NGOs.
The average size of the expected IRF Grant - 10 000 dollars.
Deadline for submission of project proposals – April - May 2009 (depending on the contest)
Announcement of the results of the competition – May - June 2009 (depending on the contest)
Total budget competitions - 170 000 dollars.
