On site of Belarus Inspection on telecommunications (BelGIE) appeared "lists of restricted access”, which are intended by Developer Decree № 60 to prevent the Belorussian internet users at their request from extremism, violence, pornography and other excesses.

electroname.com, according to the joint decision of Analytic Center under the President of Belarus and the Ministry of Communications, there will be two such lists - public one and private one. The first will include Internet resources, registered in the national segment of the Internet, and the second will list other undesirable Internet resources. The second list will be available only to providers of Internet services.
BelGIE offers ISPs to pass the procedure and get access to the list of restricted access. To do so, they should issue a letter and send it to BelGIE through an authorized person. Authorized person must show a certified license to operate in the field of communication. Then ISP can get a login and password to access the list of restricted access through a BelGIE site.
In general, the process of limiting access looks like this:
1. BelGIE create a list of banned sites on the basis of proposals by authorized state bodies. Legal entities, individual entrepreneurs and conscious citizens have a right to assist state agencies in compiling this lists. As the identifier of prohibited Internet resource can be used an IP-address, domain name or URL. If the Belorussian site gets into the black list (in the national segment of the Internet), then the resource owner receives a notice.
2. The list is posted on the site BelGIE, but one can not see it. Only list of banned sites, which belong to a national network segment are in open access. Sites can be added to block-list by Internet service providers at their discretion. For example, if Internet users require ISP’s to shield them from information published on the site of President of Belarus, the provider will be required to meet the whim of the client and make an addition to its block-list.
3. ISP can provide the customer the option to restrict access to the sites listed in BelGIE list only upon request. The exceptions are public authorities and organizations, as well as the organization of education and culture. They will have no access to the most interesting sites on a mandatory basis. But even here there is an exception - special services and other government agencies will have unrestricted access to the Internet.
4. There is a mechanism for excluding the site from the black-list. The decision to exclude identity online resource from the list of restricted access takes the same public body, which made it to the list. The responsibility for the legality and validity of the decision to include an Internet resource to the list of restricted access lies with the state agency. The actions of public authorities relating to the formation of the list of restricted access may be appealed in court.
