PRESSURE ON OPPOSITION ACTIVISTS COLLECTING SIGNATURES STRENGTHENS
Interference of official agencies into collection of signatures of electors opposed to the referendum on the Constitutional amendments is expanding, Gulaga Aslanly, representative of the initiative group “Republicans”, told Turan.
He said Gudrat Mamayev was detained by policemen in Zagatala region and Elshan Mammadov in Tovuz region for refusal to stop collection of signatures.
On January 22 in Sumgait four people in civilian clothes de-bused Assistant of Deputy Fahraddin Abbasov and took him to the police station. They took away two lists with collected signatures from him. Abbasov was released late in the evening, but he was demanded to come back to the police station in the morning.
Head of Musavat party’s branch in Ismayilly region was called to police station on January 23, 2009.
“We are going to inform CEC about these violations of the law,” said Aslanly.
Hasan Kerimov, representative of the Azadlig Bloc, has confirmed the facts of pressure on the opposition activists collecting signatures. Narcotics were planted on two people in Sabirabad region. They were detained and criminal case has been instituted against them. Lawyers have arrived in Sabirabad to defend their rights.
Activists of PPFA and Musavat have been also detained by policemen in Hajigabul and Mingechavir. “In one word, opposition activists are not allowed collecting signatures. We will issue the appeal to CEC,” said Kerimov
“Musavat” Party treats these illegal actions as “deliberate falsification of the results of referendum for adoption of anti-democratic amendments to the Constitution.” “The authorities are afraid that people will not support these amendments, and therefore, try to threaten activists of opposition and citizens , in order to prevent mass actions of protest against falsification,” statement of Musavat read.
To register agitation groups in CEC it is necessary to collect not less than 40,000 signatures. Official registration of the agitation group allows it to get free time on air for agitation on public TV and radio, free opportunities for propaganda in state newspapers and in specially intended places in the streets.
Opposition forces plan to register at least two agitation groups– “Republicans” ( is created by “Musavat” and some NGOs) an the Movement “ For Karabakh and Republic” (Azadlig Bloc, Musavat, Democratic Party , Public Forum “ For Azerbaijan” and some leading NGOs.) These groups will agitate against amendments to Constitution, as they allow one man to be elected as a president unlimited times
