Politicians in Brussels are focusing on Europe’s phone number, as an answer to the difficult question raised by Henry Kissinger, in the seventies of the last century “who do I call if want to call Europe?”, the answer is in Lisbon Treaty which invented the two hats position, the High Representative of the European Union and Vice-President of the European Commission, as part of wider coherence between European internal policies, and foreign policy, especially with neighborhood countries, which is experiencing real differences in bilateral relations with the EU, and facing great difficulties in regional cooperation.....
