Ok, David. I have read this article and asked the MP Zahid Oruj to give a comment. He is pro- government and said that it is not right to say that the parlament has no power to control military expenditures, but he did not deny that the minister of defence has never participated in parlament"s discussions.

I think ICG"s report reflects the real situation. This morning another expert appreciated the report. And I think we ll do 25 minutes programme on this topic.
Well thats good that you are already onto this. You will have the oppertunity to meet the EC experts on Azerbaijan as well as NATO people when you are in Brussels so if you want to do a story on this whilst there, then great. But 3 things:

It needs to be relatively short - like under 5 mins.
You need to bring your minidisk recorder and a microphone.
Bring a laptop if you have one please.

David, it will great if you could be able to arrange the meetings with EC and NATO experts. Because I was planning to do it myself. If we are in Brussels, we must meet them. İ'll bring a dictaphone and laptop with me, should I bring a microphone then?

By the way, I read the article you send me. Of course we have some problems in this sphere, but I think in order to improve democratic we needn't start from the army, but from another spheres.

Ohh and arrange an interview with your embassy for Tuesday 18th November, in the afternoon AFTER 4pm if you wish. We have built that time in for you to do so.

I'll be waiting for the programme
and arrange the meeting with our embassy, cause I till this time I got info only via the phone but didn't meet them
and according to the material you send me, coincidence, but the next day you send the material about our defence system, our experts decided to make some changes into it to satisfy the standarts of NATO

Azerbaijan parliament approves 2009 state budget.

Baku. Elbrus Seyfullayev - APA. Azerbaijan’s parliament has today approved the 2009 state draft budget bill.

Ogtay Asadov, Speaker of Milli Majlis, said the country’s rapid economic growth has manifested itself in the state budget.
According to him, 730 000 new jobs, including 530 permanent jobs have been created over the past 5 years.
Samir Sharifov, Minister of Finance, briefed about the readjustments made to the draft budget on the basis of suggestions.
He added that some proposals were not taken into account because they were impractical.
According to him, the government has kept in hand maneuver levers under the draft budget against the backdrop of the global financial crisis.
Milli Majlis also voted for other bills related to the state budget.
Under the budget outlook, revenues are projected to rise 16.1% to AZN 12.177 billion (27.9% of GDP) and expenditures are expected to increase 11.7% to AZN 12.355 billion (28.3% of GDP).
